PPI is often mis-sold because the person who is selling you the policy does not understand the rules behind the policy.

They are sales people and their job and often pay check depends on how many policies they sell. To them it is often better to sell as many policies as possible and then deal with the few people who will make a claim back. As most people do not know that they can get their money back if the policy was mis-sold. You might run in to a sales person who on purpose mis-sold you your  PPI policy. They might make a claim such and say to you, that you need this policy in order to be accepted for a loan. That is not true, you do not need a  PPI and if you were told that, then you got mis-sold.

The sales person has a quota to make and because of this they might have become pushy.

They are well trained and know how to turn your no in to a yes. They can do that by putting various forms of pressure on you. Did you feel pressure to but the  PPI, if so you might have been mis-sold? There are a lot of  PPI that are being mis-sold some because of greed and some because of lack of knowledge.
